I too ended the event with 8 debit cards. I had high hopes when I got 8 cards in just about a day. With 3 days left of the event, I thought it might be possible to get to 9, maybe even 10. But it seems it's not so random as one might think, since you experienced a similar thing.
It's like they're roping you into spending gold (thus cash) to get the last 2 cards
