Another Change to Rival List?

I'm Level 58 with 468 Allies and i just had somone show up in my Rival list that was Level 58 with 47 allies? Lots of Rivals with 150+ allies.

I'm also seeing Targets +/- 6 Levels right now.

Is anyone else seeing these same changes? I fail to see how you would want low allies if this is a true change other than reducing casualties (but then you are leaving yourself open to attacks that much more)

I thought I was the only one having this problem. I am lvl 60 with 40 allies. Every 5/6 refreshes of the rivals list I get a monster rivals list compared to me. It ranges from lvl 55-76 with allies 140-380. WTF!! Obviously I cannot compete with these guys. Any suggestion on what to do?

Just refreshed about 20 times, nothing but my old rivals, 280-510 allies.

I saw and still see those with high allies that didn't appear previously. Seems like some changes were done to the rival list
