Yes, if he has completed any of the Thug Life Goals. I can't remember when they start, but I think it's possible.

i have that too. i was level 40 and something. can't remember how i got it.
Ask "HuntingDaemon" she has like about 6000 of chain whips, maybe she'll loan you some >.>
