I went with adding roughly one per level up to around where you are now, then changed to two up to about level 85, then to three per level. Never had problems finding cash targets doing this.
Though in reality my ally count has been more tuned to achieving a minimum increase per ally so as I opened up stronger units then I could add more allies.
