How long till not too weak to battle??

I have a level 192 that attacked me and he lost $300,000 and I attacked him till he was too weak......he has over $200 million in the bank!! I want it all how long do I have to wait to hammer back on him??

holy hell. i've never heard of anyone w/ that much in the bank. how strong is his economy? what could he be saving up for? lvl 10 nano? lol

as for your question.. i use to be 2 hrs. i'm not sure if it has changed or not
