Mafia numbers in fights

Say I have 500 mafia and someone drops there mafia to 250 am I still able to attack them? Cos I was fight this guy and after a couple of days he dropped his mafia to 250 now when ever I go to fight him I can't. I don't know if it's because he dropped his mafia cos this happened when the game was playing up a couple of days ago.

I still have his link and have tried everytime to fight him i get on over the last two days but nothing.

You should be able to attack him.

Has nothing to do with number of mafias. If you see someone with 1 you can attack. Your target is propably beaten by someone else.

I've asked him he said he hasn't been attacked by anyone and he has also said he can't fight me and I havnt been attacked much. I've tried everytime I open a box to attack him. But we can both rob each other still. Also I can't see him in the rivals list only via the news feed
