Im a level 21 and I can't manage to find any cases. I have 8 gold guns so far, but now I'm stuck and I can't open any because I don't have any. Where is a good place to get them? Im robbing, mugging and doing missions. I literally can't do anything else! Please help
Can you get to Boardwalk? If so, farm at the Shooting Gallery. You will get some nice rusties on the way.
And please, get rid of Bob Saget.
You could do what jmeijer said. Another option would just be to do missions that require a lot of energy. I do think that the drop rates are higher for those.

I've gotten a few from the Red Cascade in Club District on my camper account. (furthest I can go from lvl 27). Good location, decent money, and a farmable vehicle. I don't think you can get there till 26, but I agree with the above posts regarding max energy possible for a mission.
I'd say keep mugging though, they are usually in plentiful supply for pvp in the last couple of days of the events.
Boost stamina a little and mug people with 3 or 5 open case prizes. You'll be bound to find some. Opening is always hard but keep it up. A few prizes is better than none.
another way is to fight ppl that do not have moneybags in their hood or fight ur most recent character that attacked u in ur news guide
Well i wouldn't bother since for me it keep crashing every time i try open a gun safe. It's frustrating
