Wait, it gets better. It's upgrading now instead of just building, although I already have another building that's upgrading. Nice!

It's not like I'm trying to exploit it. I think the game just loaded the wrong graphic that shows upgrade instead of build. Bizarre.

I should've thought of it before the Library finished upgrading. I got one of the Inn still upgrading, but that won't help much. I just thought it was strange. I had like 2 hours left to finish building and instead it finished upgrading in that time.
