Scratcher and new enemies is not part of the script in the current crimecity version 2.2.1.
I suspect there will be a update version of crimecity 2.3 soon. Along with the chat system.

Real Time Chat systems was pointed out by our Forum community Fizzle 1 month ago. Whether is it coming have to wait for further informations from funzio.
As far as i know in mobile gaming industry, Scratcher and rare enemies can only be available after patching of the current game which need to wait for further news from funzio.
I'm not sure when the patch is coming.
My kingdom Age game encounter rare quest to slain a abomination when i was in the map. Is these the rare enemy npc goin to be like in crimecity. Need to travel to each district to try out luck?
