I just reached the maximum of allies at my level , 50 that is (lvl10)..

My question is, people still add me - if I accept them will I get them as soon as I level up or do I have to add when I level up?

You'll get them when you level up.

As barracuda said, you will still get them, they are just being added in the background.

I'll put another question out when I'm at it - the hero equipment, is it a waste buying more than one of it? Or is it 1 per ally? Not sure if I got the use of that equipment right

Your hero can only carry one of each, so if you aren't upgrading his equipment, there's no benefit to buying more than one of anything to benefit your hero. It will equip your army though.
