Anyone else have trouble building Water Temple of Healing?

Hello Kingdom Age friends,

I am having trouble building a Water Temple of Healing, even though it is unlocked, and I have enough clear land and enough gold to buy it and try possible spots for it. When I select it in the store, it stays red, never turns green and allows me to place it on the grid of my kingdom.

Does anyone know if there are other "prerequisites" for the Water Temple of Healing to be built (aside from reaching level when it unlocks, which for me is currently 28), or does it need to be built on the water? I own one sector of land which is 1/2 water, but I could not place it there either. I didn't think there was any point in buying a square from the grid that was 100% water, but now I am wondering if this is what it is for?

Does anyone know for sure if there are special instructions for placing / building a Water Temple of Healing?

Thanks! I purchased a square of water in the bay in front of my magic academy and temple, but I'll need to wait 48 hours for it to complete before I can build.
