If I have 100 units but only can use 50, will the 50 best be used in war or is it random use?

The best will be used. You can see after the fight what you used.

It's the best, because when I attack someone the best are always on the top of the list...
Not only is it the best, its the best for that action (attack or defense)
I.e if you are capped at 21 units/equipment you might have 42 units - 21 sorcerers and 21 clerics.
For attacks, youd be bringing just the sorcerers as they are 3/1, for defense you would bring the clerics as they are 0/3.
