Level 15 player with 5 Harriers and Base??

I'm quite new to this game and have only been playing in regularly in the last week. Yesterday I checked out a fellow level 15 rivals's base and saw that he had 5 Harriers plus the base, which is supposedly only unlocked at level 40? How can this be allowed?

My sister told me that there are crack codes that you can download to unlock higher level items. No wonder I'm being constantly raided and fleeced of my hard earned cash - I killed a lot of people for that money! How can I protect myself from being attacked by someone so obviously stronger yet supposedly at low level?

They aren't "crack codes". Awhile ago there never used to be a level requirment so that player bought it before they put the restrictions on.
