I constant see people with these (att: 16 def: 32 I believe) sometimes they have two. I was just wondering if this was an item that people farmed or if you got it from doing a specific job or task (ex. harcorde hit man) and if so what job is it that you must do

I think you mean guard and not vest, many strings on this one. Russian roulette is mission and guard is the reward, others have discussed fight goals.
Using advanced search 'Titanium' will bring up posts
which lvl are you on? it's a job reward. I believe the second one comes from one construction job.
It is a job reward and i think you can get it from the bank in russian district. Not sure, but if so it is a really low drop rate.

I think Joe might have been joking. The bank in the Russian district does drop loot at a really low rate. But you're right, it's not the Titanium Guard, just some rusty p.o.s. gun.
