It will tell you that you are already neighbors.

Are you absolutely sure?? That is what I originally thought. That is how it works on Modern War, but I was playing
Crime City yesterday and I did it on purpose (resent an invite to an existing ally) and I received the Congrats message.
Maybe it has to do with the amount of Mafia members you have. If you have over 1000 it might be different. I'm pretty sure at that point you start to see people from your mafia on your rivals list so maybe it lets you invite them more than once as well.
