How come this fluctuates so much? what are the variables at play here?

I believe is your unit defense counts and allies' unit defense counts

No, your defence should be the
amount of units of usable units you have + bonus from nation + defence buildings.

At each level you are allowed to bring 5 more allies to help you command in battles.
And each ally commands 4 of your units.
