I'm hitting Muscles in Empire Station now, need to wait for the last hit. It did cost me 1.78 mil to buy the weapons but the weapons I bought boosted my attack 111 points. I'll hit him a few times and post my results. Bored with M4's but will go back if this doesn't pan out.

One advantage looting it from there has is the job payout is pretty high, but that's an insane amount of energy for a low chance at getting it. Well I have completed Muscles Mulroney at Empire Station twice, I even used 20 gold to refill my energey and no drop. I am going to give it at least 5 times total before making any conclusion, right now I am 3/6 on my 3rd attempt and should be able to finish by 3-4 pm. That will also give me enuff xp to lvl up and I can complete him again right away.
On a side note my 1st attempt gave me 45,000$ and my 2nd gave me 50,000$. Not a total waste.
To be honest in case anyone is doing the math, I spent 5.99$ for 50 gold and refill'd my energy twice.
the drop rate is 0.3, you will need at least 3-4 times to be sure. You don't need to rush, we still have plenty of time ahead.
