question about attacking people multiple times a day

hi so i am level 45 and have just found someone with 150 000 on them not banked. i have 60 mafia, he has 80 but i have 500 more attack than him, i attacked him and won 8 times in a row and cant attack any more. i can attack people on my news feed many times a day.

does anyone know how long the timer takes to reset so i can attack this guy again?

well with people on my news feed i can keep attacking till they are too beat up and then maybe its like 4 hours later? wondering if i can just keep my crime city on this guys hood... then again its down from 150000 to 70000 so not worth it as much now
