I have a ally that has requested I attach a rival is there a way to find a spacific player if they have not attacked you yet?

Only way is if that person somehow attacks you, and leaves a link for you to his profile.

Otherwise, your only chance is if he appears in your rival list. At levels below 30, you would have to be the same level as him and have a similar amount of allies for the best chance of this happening. Above 30, there's more flexibility to who shows up in your list.
