Hi guys, I can't seem to find a way hoe to gt money out from the vault? Is it possible? I see little point of it if it's just locked away and not accessible ?

Not dumb, maybe just a brainfart =D
The Vault protects a portion of your money on hand. Doesn't "put it away". If you have 200k and 150k is in the bank, only 50k is vulnerable to getting robbed by other players.
This will also work the other way around. You might see another player with 100k, but when you rob him you get nothing because it is all protected by the vault.

I probably wasn't very clear.. If your upper left column on your base screen(the point of view in which you can collect money from your buildings) says "28,123" then that is all the money you have access to. That is your total cash in MW at that time. If all of it is in the vault, then no one can take that cash away from you. That slot will always show exactly all the funds you have. No exceptions.
Should you spend every dollar down to 0 and then collect a new sum of 20,000 and NOT protect it by clicking "protect" in the vault tab, another player can come and take a portion of it away from you. That is all the vault will ever do for you.
So you are misreading your vault window. I've only had 0 dollars in the vault once so I can't recollect exactly what it says when you have never protected your cash. But try clicking "protect". That should give you a nice indicator as to what the vault aspect of the game does for you if you are still confused..
