In crime city you can use 5 allies for every level you went up, and every ally could use 4 weapons, gun, melee, armor and car.
It is clearly explained that every level up in Modern War allows you can use an additional 5allies per level.
Does that mean that each ally you add can also use 4 units? An infantry, ground, sea and air?

You cannot choose which units you use in battle. The game selects your most powerful units and automstically uses those.
You always want to have at least 5x level for allies, up to max of 500 allies.
