This has been on the "To Do" list for a while, but unfortunately has a low priority since it's not critical to game play. Eventually, we might get those resources unlocked, but there are some issues that need to be worked out before it happens so the resources get transferred to the Leader. Hopefully, after the transition with Deca, we'll get this resolved.
