What's this unit that you get for Deployment Procurement 5? (Deployment Bishop - Infantry) It seems like all units like this, you want -% so it would seem like adding any % would be a bad idea. Does this perhaps increase regen speed? It wouldn't seem so by the name.

It does lower the regen time.
