It seems to be only an Android issue, with donating bricks to syndicate recent last update. It gives you no more powers can be donated to Syndicate pop ups.

I am having the same problem, so far, seems isolated to smuggling power. Bricks and other powers seem to be donating just fine. I am getting " Not enough resources. Ask your syndicate members to donate more. ". We currently have over 300k smuggling...

I'm having this issue and it's because of the new ltq collection. That thing is not counting your loot drops properly. It's not counting all the token drops. And it's over counting bricks and powers in your personal inventory.
For example 2 tokens and 4 bricks drop. It counts 1 token and 5 bricks. When you go to donate those bricks it give that error. It's because you don't actually have 5 bricks to donate you only have 4.
If you back off the lever to donate 4 bricks it goes through and the 5th brick will disappear right after.
But you still get screwed on the tokens.
