This is an issue not being able to promote to officer to help declare ,or demote someone declaring
randomly!! This started when you changed WD so ppl can't join if not in faction or leave.
Real life issues happen and need to be able to promote/demote as needed so i don't have to be on more
hours than a fulltime job!!

I'm on IOS an tried changing DL but got faction locked message, not huge issue for us, but takes away a strategy option

That's why I make everyone an officer in my faction, trust them all and if anyone messes around then they get the boot. up to now no problems.
No this is new, up until recently you were able to promote during WD. Removing/leaving once factions were locked was inconsistent, I seem to recall being able to remove/leave after WD started but then locked shortly after. Now seems to be locked immediately, not sure why promoting is locked now.
