Is this even right? We had over 2000 concrete blocks. When completing Faction HQ level 3 and moving to level 4 we only carried over 438 blocks. Does it only leave you with what was not needed to complete the level?! Not right as we need concrete on going for WD if this is how it works!

This is not good for a small team. Concrete is hard to come by in the first place and much is needed on a regular basis. Once again no explanation of how it works. Learn by trial and error. Not able to make a reasonable team decision to pursue the quest.Originally Posted by Pidgeot
