Not yet, different devices are affected from updating to iOS9... the workarounds work for some but not others.
What's the point of waiting an hour?

I tried 30 min still was locked, 45 min same ,1h is the magic number
Same reason then you are locked again after you log in 10 times, why? I dont know but it work
If you got a better solution go for it
Another thing to try is hit home button twice to bring up background apps then swipe up to delete.
