I cannot open Modern War on IPhone or IPad--Anyone else with new Apple update?

Since I updated my iPad and iPhone with ver 9 of apple update, I cannot open Moder War on either device? Anyone else with this problem?

1-delete the game
2-wait 1h
3-install the game

You will be able to connect about 10 times then it will lock again you will need to do step 1-2-3 again
