Is that how you get Police Vans? Im at level 37 and don't have 1, but everyone I seem to attack have them. How the heck do you pick up those dang Police Vans?
Those are gold purchase items that are no longer offered.
The only one I have I got in attack. Not sure if they are available elsewhere. Probably are....

there loot/reward items, gold items dont get listed under loot. the question is how do you get them

yes you are right it possibly is a reward item, for completing a mission of some sort i still consider it a loot item, but i guess not the type of loot item your talking about, but finding out which mission or goal to complete to get this item would still be nice to add to your inventory.
