Wow man, I had my doubts before I clicked the video, but now I think that might actually be 1shot's video.

It actually looks like the Bronx or Compton and the guy clearly has a strong New York accent. The reason the cars appear to be driving on the left side of the road (the correct way), is all down to special effects in this no money spared production.

I suspect it's one of Red BD's many grandchildren, unfortunately left to roam the mean streets while looking for a decent bidet.
