Aha! I figured it out. The cost is stated on my games as $123,177,072. On Android I think it's listed as $123,177,075.
I tried taking out the highest amount and it worked. Still got the build cost in red flashing up as the lower amount but all the cash was used.

I have iOS and had problems buying and placing last night. Kept getting an error. No problems today, all purchased and in place.
