The Italy 2 cycle proved that less people are playing and the factions that are hanging on have less members actively contributing throughout a cycle. Completing a merge seems like one of the better rebuilding options left if you want to continue playing at a competive (50-100) level but most I've talked to have a strong desire to hold onto the shell they have and be accepting of a full roster that doesn't fully contribute.
