how many comms do you need to make a perfect champoin recruit? is it 4 like the heroics, or more like the lmts and plattys?

Only 3 coms needed for Heroic. There's no difference between 3 or 4 merged commanders as the star points are strangely locked at 2500.

Newbie here, I understand to build on a perfect 16 merge on the 8 cmdr merge how do you do the merges 4x2, 2x2, 2x1 at max lvl only 3 merges?
