Why not have two WD events?
One event could CHARGE an entry fee for the faction, say $10, $20, or even $100 per member, paid 24 hours in advance.
As this would be a player funded event, the rewards would represent the cost.
And, refills would be through waiting (regen) or using gold vaults to buy health packs.
The other event could be entirely FREE.
There would be lesser prizes, but no charge to participate.
This would allow for strategy, or put your money where your mouth is.
It's easier to fool people than to convince them that they have been fooled.

Stop suggesting ways to change the game. Gree have enough trouble implementing the exact same events every week, without adding more complexity for them to completely stuff up.
