I'm happy to report that both issues have been fixed; however, you will need to please restart the game to see goals and bosses.

Less so for the >250s probably, though not a huge improvement.
I doubt it will phase the minis who took full advantage last time. Their raw stats are so massive the increased health won't be much concern. Too little, too late. The only way to "correct" that imbalance woud be a reverse boss health so it was easy for high levels and got progressively tougher in lower tiers.

So, on level 25 was doing a free hit, level 26 started needing a cash hit, on level 30(!) started needing one cash and a free hit.
Bravo Gree! Only the super strong minis you created with the mess up last time will have a chance to get far without needing gold or tons of spare time. Even they will be unlikely to farm, but WTF!

Since the fix i can't trigger a boss on android it was working fine last night
Don't worry the minis aren't benefiting anything either. I had one of those minis last time and yes, I jacked the stats way up with 340 level 100s killed all with a single free hit. This time around I got to level 21 only and already using cash hits. Level 101 is reportedly 8.8 billion health. Will take somewhere around 40 cash hits.
So yes, Bravo Gree, for really screwing up another event yet again. 1 tier? Yes, the highest one for everyone.
