You have to level up to find more of the level-unlock buildings. They don't show up as even being available if you are too low level, probably to trick people into buying what they can see instead of saving for later.

Make sure you level up as fast as possible to unlock all sorts of cool buildings and new areas to explore.
As with all things, there are pros and cons with this advice.
With the current impact level has in this game, it's not nearly as bad of advice as it used to be.
