I think Doll. The only other 100 com that is not a event com. But I could be wrong.

There's not many comms that are better than a pure 100 Echo. It has insanely high leadership, and a very solid attack and health. Many other solid comms specialize in one stat, but Echo is very all rounded. I would have to say that only a pure 90 plat comm (with 16 in it) and mabye a LTM comm with around 7+ comms in it could be better.
