Low Intel Folder Drop Rate

Everyone by now should have noticed how hard it is to get an Intel folder. I am getting less than a 50% drop rate on 300 + point targets. GREED Mods please comment if this by design or something that will be fixed.

They said they reduced the folders needed to summon bosses, but would not say by how much. We will see. The drop rates for me have dropped close to 75%.
