The drop rate has been cut; however, the summon costs are also being cut and we don't expect you will have a harder time with folders than you did before.

my faction has more than 20k folders unused.. now at 26/29 master
Plenty of folders and as the cost is less to summon not a problem.
No issues here
the folder required per boss dropped a lot, so at least it helps to cover
