The imagemap or transparent gif or something, whatever you are using, is off - the links at the top (Forum * Forums * Modern War * Off-Topic * ...) cannot be clicked or tapped because they are covered with the link for the main banner. Clicking anywhere around the top 1/4th of the display takes me back out to the main Modern War forum menu.
This problem occurs for me both on a PC with a 1920x1080 display, in both Firefox and Safari, and on my iPhone 6 in Safari with all the latest iOS updates.
Edit: Found it. The image file, http://forums.gree.net/images/transparent.png which is hyperlinked to the main page is larger (taller) than the banner image it's supposed to be covering and is covering the links, making them un-clickable.
Easy fix - replace the file with one that matches the height of the banner or add size parameters to the img tag (or eliminate it and make the banner itself the hyperlink to the main menu page)
