No you only get it for first building

I have a prediction:

After placing prisoners in the Island POW camp and detaining them without charges, Gree will promise to shut the place down, and yet, it continues to house the detainees after years and years. No other game will accept the detainees without large bribes from Gree, and eventually the world forgets about these rotting combatants...

To get the temp bonus there is a pistol at level 1 and level 3 but does anyone know what level the 3rd one is at?

Where can you build/deploy the prison? I can't find a space on my map where it will let me build.
