It was supposed to be clock tower, someone messed up and released it early.
Notice upgrade times on clock tower, same as ltb, I believe this would be the only non-ltb with ltb upgrade times.
Also notice you can only get two, not 50.

I hope this is true. Building and upgrading the ltb is one of the aspects of CC that keeps me engaged.
