I think they skipped it on purpose, to give people time to save for the "clock on a stick" or whatever it is that is coming at the end of the month. They probably want as many people to buy it as possible so that there isn't any actual benefit to it, just another level playing field. By not giving an ltb this cycle lower iph players can save, then gree makes the building relatively expensive. Low iph players are happy they can afford it, high iph players are happy its kind of expensive, everybody wins! Feel free to change the words "happy" and "wins" with any words you would rather put there
