the syndicate rewards are from team members buy gold which also rewards the syndicate, the 15m would depend on the level 25's stats

When they run these promotions some people will get into a syndicate with others that want to also want to purchase the gold with the prizes, so you could actually find people with much higher inventories of these items...
Don't know. How much of a difference would a maxed out syndicate make on a 7 mill profile. Couple that with possibility that he got both the final items? Doubt it is enough to increase stats that much but it could account for a good portion. Think my mini fluctuates about 7 mill in or out of syndicate and does not yet have either final item.
