Ram - in general the current game mechanics mean stay low in rank compared to stats, reducing XP gain where you can. It takes a lot of raid/ attacks to get to worthwhile valour units. There was a page with the buildings and upgrade costs, use the search function in forum.

Most actions in the game generate experience points, or XP. Some actions give you more XP than others - attacking a person, for example, will give you more XP than raiding a building. The targets in the later stages of an LTQ will give you more XP than the earlier stages.
While XP is important initially to level up and unlock buildings and such, it is something people generally avoid later in the game. As you progress, leveling up is not seen as a good thing. Low level/high stat accounts are sought after in factions because they are harder to get world domination points against. Juxtaposed, a high level/low stat account is not desirable in a faction because you become a "pony" - all the opponents ride you for points during war.

Rank is both good and bad. Rank opens more units for you to purchase (although those units are outdated and worthless right now). Rank also allows you to get more battle points (BP) from fighting so you can rank up faster. The downside is that if you are very high rank, you become a magnet for everyone else to hit.

    Hope that answers your questions
