Highest tier for bonus gold is $10,000 spent in one month. I am sure "the player in question" qualifies for this bonus tier religiously, which means 100 vaults of gold purchased every month (150k gold). This comes with 250k bonus gold for a total of 400,000 gold bars/month. This person has not been playing since the game came out, but close enough to it that I will guess ~30 months. That's "only" $300,000 paid to Gree, for 12,000,000 gold.
No need to be a billionaire to achieve that level. Just need to be a few cards short of a full deck.
