The bonus is 3% which is 3 more energy per 100 energy OR 2 seconds less of regen OR 2x your per min regen per hour.
Ex. regen 5/min..... 2x5=10 , you'll get an extra 10 energy per hour.

As a bonus, might be ok if the LTQ went for 3 weeks........
