If I understand what you are asking, it doesn't matter who does the actual PA to the other syndicates DL. Anyone who does a PA against the DL will do one of two things: 1) beat the DL if stats of attacker were high enough, or 2) lost to DL, but taking 50% of DL's energy in doing so. Again, doesn't matter if the attacker is an officer, member, leader, or DL.
