That's what makes this one tricky... you have to pace yourself. If the dates are correct in game, you'll have a couple days after the faction portion ends to complete the individual portion.

I can confirm that units get better at 25. Had to see for myself. Rare units are 800+ stats.

boss health increases way faster initially than before, but it definitely levels out. The faction goal is easily doable by any faction that paces themselves and doesnt far outlevel their stats...
