It's because they don't have their line account setup right. They need to make a chat i.d. under their profile. Not just an account username. U won't find them til they do that.

How could it be a bad plan? Lol like i said it's not hurting us any. The worse that could happen is us, the players, save a few bucks. It either works or doesn't. They can't really do anything to us.

Well we just got an update so maybe its fixed now.
